BBB usb0 network doesn't assign IP

After upgrading from Debian Stretch to Buster the usb0 network doesn’t provide the 192.168.7.1 address to the connected external PC. Setting 192.168.7.1 as static IP to the RNDS interface makes it working, but not acceptable due to project requirements.

Working BBB with Stretch:
