Will the Beagleboard Schematics and PCB layout be published in
electronic format?
And can they be be used as the basis for a commercial product?

Yes. We will provide OrCAD and PDF on the schematics and Gerber and
Allegro on the PCBs. This will be made available for the Rev C version
of the board which we be available in the fall.
