Are you in the same directory were the file is located, a simple sure fire way to do this open the terminal then find the folder and click and drag it into the terminal so it carries the full path

Sudo tar xf /home/ubuntu........tar.gz

Post the error your getting will help a little

the error i get is

tar xf ubuntu-11.04-r1-minimal-armel.tar.xz
tar: This does not look like a tar archive
tar: Skipping to next header
tar: Error exit delayed from previous errors

also the apt-get install bzr and apt-get install xz-utils fail to
download.
I using ubuntu jaunty ver 9.04 which is a old version. is it related
to that.

The directions are on the same wiki you downloaded the file from...

tar xJf ubuntu-11.04-r1-minimal-armel.tar.xz

That is TOO old, please upgrade to at-least lucid. You need (tar 1.22)
to decompress .xz images.
