CPU Speed

Am I right in thinking that if CPU scaling is not enabled in the kernel, the default Beagleboard kernel will clock the Cortex A8 at approx 500MHz? If so, is there some reason for this? It's a 600MHz part, right?

Where do I need to look to change this?
