Design Contest #3, What is the application process?

I read at the end of the Design Contest #2 thread that we should apply
now for approval for Design Contest #3. The eLinux wiki page says the
entry process will be similar but I do not see a section for contest
#3 projects.

Should I edit the wiki and add a project in a way similar to the
others or will the application process be different this time?

Maybe we should have a 'proposed' and 'accepted' section for contest #3
