The subject line is missing the most crucial part of the image identifier. If, by “latest” you meant:
Angstrom-Cloud9-IDE-GNOME-eglibc-ipk-v2012.12-beaglebone-2013.05.28.img.xz
with timestamp:28-May-2013 12:16, then unclear why the failure.
But almost since the 05/08 image of BBB-eMMC-flasher-2013.05.08.img.xz, sshd has been working fine for most folks. If Dave’s workaround doesn’t fix the issue, you may want to try the “latest” BBB-eMMC-flasher-2013.05.28.img.xz listed at:

ssh on that image is working fine (tested from Win7-64bit, ubuntu 13.04 desktop). No dropbear hacks needed.
