I’m currently supplying 5 volts to P9_5 and 6, and the power LED flashes continuously. I read in the manual that if it flashes once, the TPS65217C encountered am issue and shut down.
Does anyone know what the flashing LED means then?

It means that the TPS65217C has encountered an issue and is shutting down. Sounds like you popped the processor and it needs to be replaced.
