I buyed a BB rev C4 and i want to connect some micro vibrator, do you
think it possible to connect them with the expansion port ? And manage
pins to send 1,3 V and 100mA max ?
And it's possible to developpe in C++ on the board ? Because we want
to use Open CV.

The short answer on the hardware question is no. The voltage levels are 1.8V and the current is no where near 100mA, more like 4mA. You will need to add some buffering, something like a transistor.

Yes, just level shift it and set the proper configuration.
As to your battery question, I am not exactly sure what you are asking. The battery is kept charged while active and to keep the real time clock it should last a couple of days when not powered…
