I use kernel 2.6.32 Angstrom and I can't configure time properly.
Maybe someone could give me a propper configuration.

But why does the Setup Time Date Dialog only update timezone and does
not touch localtime?
And what about the change of daylight saving? I have a copy of /usr/
share/zoneinfo/Europe/Paris to /etc/localtime, and the change of the
time does not work properly.
Which configuration do you use?

I copied /usr/share/zoneinfo/GB to /etc/localtime, then reboot, my BB
date displays BST.
