Win32DiskImager Write. Can not boot

On Window XP System
  Use HP Disk Storage format tool to format to 3.94 GB.
  Use a USB reader. Win32DisckImager can write xMc_4_25.img to SD. (use 7-zip).
  Boot from BB got buffer I/O error dev mmcblk0 (SD device address) and mmcblk0p2 (ext 3?)
  No filesystem could mount root. Tried: Ext3
  Eventually Kernel Panic: Unable to mount root fs on unknown block.
  
Also write demo-configured.img to SD and boot from BB. Nothing shows up on screen.
