I was wondering if anybody knows if the on board USB hub is buffered
for each USB port or if the given bit rate is for the whole hub (all 4
ports).

The HUB connects to a single USB port from the processor. So that is the limitation on the throughput. There are no buffers in the HUB, but you can download the datasheet from SMSC for more details.
