That is what it means, 2A maximum. But, you will never get that much direct form it because it is used by the rest of the system to create the various voltage rails needed. Now, if you like, you can look at the System Reference Manual at Table 20, and it sets the maximum that can be used by the expansion header at on that rail as 250mA.

But, you have the VDD_5V rail that for the most part that you control, so you can get more out of that if you need to by connecting direct to it. It is rated at 1A, assuming of course the power supply you use can deliver that much current.
