USB is always enabled.,. Of course i have no idea which of the four different boards you are using about or the OS you are running.So, I am assuming it is a BeagleBone Black and you are running the OS that ships with it.
Generally speaking USB devices require drivers to be loaded. In this case I am guessing you need to load a FTDI Linux driver.
