What exact type of 404.rst is needed? I looked at the file, the rendered .html of the .rst file and still am thinking I may be of no help.
Does the .rst file need to be like it is now or with a rerouting of 404.rst to another .rst file?

I think we need to figure out how to configure the site to return the 404 content in the case the requested URL does not exist.
