no

In theory, you can attach a VGA monitor to a BeagleBoard by getting a
DVI-D to VGA converter module. These cost approximately US$200 or
more. You can't just use an adapter cable, because the DVI-D signals
generated by the BeagleBoard are bit streams and look nothing like
analog signals. There are analog DVI-A signals defined on a DVI-I
cable, but BeagleBoard does not implement them.

Given the high cost of the converter module, you're generally better
off buying a DVI-D monitor.

The BeagleBoard Rev C brings out the OMAP's LCD signals to an
unpopulated expansion connector. It should be relatively easy to
build a small triple DAC module that converts these into VGA signals,
but I haven't heard of anybody doing it.

There is information on DVI-D at http://www.elinux.org/BeagleBoard#DVI
and at Wikipedia.

If you have a rev C board, there is indeed a VGA adapter that you can get at www.beagleboardtoys.com that mounts under the Beagle.
