is "dtc" required on the BBB for *normal* operation?

currently mucking around with (and writing a tutorial on) device
trees, using the BBB source files as an example, and i noticed that
the "dtc" package is installed in the angstrom distribution so i can
do stuff like:

# dtc -I fs -O dts -o /tmp/my.dts /proc/device-tree

to "disassemble" the device tree corresponding to the running kernel
on the BBB, which is cool but is the dtc command in any way *required*
for normal operation on the BBB itself? thanks.

on my arch Linux arm install dtc was not installed by default. Everything still works normally, as far as i can tell.
