is there a possibility to have a really hard reset via software, e.g. by toggling the power? I hoped TPS65217C is able to do something like this but I could not find a functionality that gives the possibility to power of the CPU for a short time only.
So…are there any other solutions to have a really cold reboot?

Not possible as far as I know. You will have to create a cape that interrupts the 5V supply. Probably some circuitry with a state machine.
