Can anyone recommend a video capture device ( PAL composite video) to use with the BeagleBone?
Not sure about BeagleBone, but on BeagleBoard-xM this one works fine:

Chances are very high that it will also work on BeagleBone. The nice
aspect is that this device is able to produce the kind of YUV format
which could be directly (without color conversion) handled by
DSP-accelerated video encoder (TIVidenc).
